Texas ACLU Texas prisons are no place for children. |  Last July, a federal judge ordered the Obama administration to release refugee children who were being held in conditions that no child should have to suffer. In an attempt to keep the kids locked up in family detention centers in Karnes and Dilley, the administration has asked the State of Texas to license these two private prisons as "child care facilities."
